Rob Petrillo
Owner and Site Work Operations
As an Owner of Sunbelt Utilities Corp., Rob Petrillo leads the company’s site development operations throughout Charlotte and the Carolinas. With more than 40 years of construction experience, he brings extensive expertise in grading, earthwork, underground utilities, and heavy equipment operations.
Rather than managing from a distance, Rob works alongside field crews to keep projects moving safely and efficiently. His hands-on leadership helps solve challenges in real time while maintaining Sunbelt’s high standards for quality and craftsmanship. As a result, clients trust Sunbelt Utilities to deliver dependable site development solutions for residential communities, commercial developments, and municipal projects.
Paul Petrillo
VP and Utility Operations
As Vice President overseeing Utility Operations, Paul Petrillo leads Sunbelt Utilities Corp.’s utility construction operations throughout Charlotte and the Carolinas. With more than 45 years of construction experience, he brings extensive expertise in underground utilities, site development, and field operations. Throughout his career, Paul has built a reputation for hands-on leadership, practical problem-solving, and quality workmanship.
Additionally, Paul works closely with project managers and field crews to support safe, efficient, and successful project execution. His experience helps guide complex field decisions while maintaining Sunbelt’s high standards for safety and reliability. As a result, clients trust Sunbelt Utilities to deliver dependable underground utility construction with precision and professionalism.
Bobby Petrillo
VP and Business Operations
As Vice President of Sunbelt Utilities Corp., Bobby Petrillo helps lead the office leadership team. He works with developers, general contractors, and project owners throughout Charlotte and the Carolinas. From the earliest stages of a project, Bobby provides financial management, business operations leadership, and preconstruction consulting. Additionally, he uses Sunbelt’s historical pricing database and analytics tools to help clients evaluate site development and underground utility costs before construction begins.
Throughout each project, Bobby partners with Sunbelt’s experienced field leaders to keep work moving safely, efficiently, and transparently. He is committed to building lasting client relationships and delivering dependable service. As a result, Bobby continues to strengthen Sunbelt Utilities’ reputation for quality, integrity, and reliability across the Carolinas.
Ashley Cone
Business Operations Analyst
Ashley joined Sunbelt Utilities in August 2025, bringing a passion for people, leadership experience, and a fresh perspective to the family-owned construction company. With a background in multi-unit franchise management, training, and team development, she understands what it takes to build strong teams and create lasting success.
As part of the business operations team, Ashley supports job performance analysis, bookkeeping, accounts payable, internal communications, and marketing efforts. She is passionate about building relationships and fostering employee engagement, believing that when people feel valued, they bring their best to every project.
Miles Smith
Estimator
As an Estimator at Sunbelt Utilities, Miles supports the company’s preconstruction and bidding efforts for site development and underground utility projects throughout Charlotte and the Carolinas. He reviews construction plans and specifications, performs quantity takeoffs, coordinates material and subcontractor pricing, and helps develop accurate, competitive estimates.
At Sunbelt, Miles works closely with project managers, field leadership, vendors, and subcontractors to evaluate project scope, identify cost considerations, and help ensure each job is properly planned before construction begins. Having started in the field, he brings a practical understanding of how projects are built and what crews need for successful execution. A graduate of Appalachian State University, Miles brings strong attention to detail, a practical mindset, and a commitment to continued growth within the site and utility construction industry.
Hannah Osborne
Finance and Analytics Associate
Hannah is the Finance & Analytics Associate at Sunbelt Utilities, supporting the company’s financial management, reporting, and data-driven decision-making. She began her journey with Sunbelt as one of the company’s first interns in 2025 and joined the team full-time after graduating from Clemson University with a degree in Financial Management.
Hannah focuses on financial analysis, reporting, and building tools that help leadership better understand project performance, costs, and operations. By turning data into clear insights, she helps support informed decisions and Sunbelt’s continued growth as a family-owned construction company.
